how to carry out a risk assessment that takes all reasonable precautions without restricing opportunities for developmet, how to organisational policy can support

What does all that mean? PLEASE can someone offer me a starting point to answer this question?

Hi i'm stuck on this one aswell, don't feel like i'm getting anywhere with the level 3, feel like packing it all in
