Every Child Matters (ECM) is a UK government initiative that was launched in 2003, in response to the tragic death of Victoria Climbié and the events that led to her death. It is one of the most important policy initiative and development programmes in relation to children and children's services of the last decade. Her death brought major changes to child protection in the United Kingdom. The Children’s Act 2004 was introduced following a public enquiry into the circumstances surrounding her demise. The inquiry, chaired by Lord Laming, found massive failings on the part of as many as twelve agencies with a role to play in protecting children. It led to recommendations for a radical reform of services, particularly in the areas of collaborative working and information sharing (Lord Laming, 2003).
Every Child Matters (DfES, 2003) has been the title of three government papers, leading to the Children Act 2004. Its main aims are for every child, whatever their background or circumstances, to have the support they need to:
- Be healthy
- Stay safe
- Enjoy and achieve
- Make a positive contribution
- Achieve economic well-being
A national framework was introduced to build services around vulnerable children to maximise their life chances and minimise risks. The idea was to prevent things from going wrong, rather than try to fix them when serious incidents had occurred.
