Help SOS level 5 CCLD (Managment)

Hi, this is my first post!
I am currently on Unit 3 and was wondering if anyone can point me in the right direction / help me with the following:
Critically analyse the move towards outcome-based services for children and young people.
every time I look into this I keep confusing myself
