I think I am right in saying all employees are entitled to holiday pay, calculated pro-rata according to their working hours. We have 2 staff who each work 3 mornings a week, but they get 4.8 weeks x their normal working week's pay.
I would advise your manager they may be breaking the law and tell the staff concerned they should get legal advice. Your manager may find they are subject to a hefty amount of backdated holiday pay, to the date the employee's contracts started.
