im realy stuck on this one - provide consistent care and stable environment for children that is sutable for their age, needs and abilities, including meeting attachments by the provision of key-workers where this is necessary.
i just dont know where to start with it

This should be observable by your assessor. It basically means that your setting caters for the age, needs and abilities of each child. I take it you have varying ages and abilities in your setting? Think of all of these and how you adapt the setting to cater for each child. If key workers are used in your setting ensure that you are designating them to the correct children, ie. 1-1 if a special needs child or 1-4 for maintsream, depending on ability of course. Ensure that the key worker role is being carried out.
