Default Sleep time monitoring

Just wondering if there is a ratio when it comes to sleep times?
I am a qualified nursery practitioner (level 4) and often given the role of sleep time monitor, for the past couple of months I have had on average 12 children under the age of 3 to monitor while they sleep and personally think this is a bit excessive and a safeguarding issue...have voiced my concerns to senior management several times but as of yet no change...anyone know the legislation for this?
