This sounds like a classic case of feeling neglected on the onset of new baby, as she is also the oldest she may feel that she is expected to look after her little brother/sister the 2yr old. Does she have her own room.perhaps something could be done to make her room special. Taking time out to reasure and talk to her maybe role play, look how she plays with her toys has she got a doll.
i think it is wrong to refer to a sleep clinic, this should be the last resort.
if its any consolation my own children didnt sleep proper through the night till late in life and still need little sleep nowdays
