Default linking policies with childcare values assignment

This is seriously making my head spin
the project is to fully explain how settings policies link to the childcare sector values and how u ensure these are promoted.
if anyone has covered this, some help or pointers would be great.
My assessor has told me a couple of pages to cover this will be enough but either i've taking the wrong approach or just going into to much detail as i've got 3 pages already and only covered 3 policies.
