Default Planning - Mixed useage

Hi
Has anyone come across before? - our local district council has asked us to apply to convert our home to mixed usage ie domestic and commercial to run my childminding business from - has anyone had to do this? was it successful and what are the consequences? Do I have to pay business rates etc? sorry for the rant so confused?!!Thank you
