Help SOS Explain how agencies work together to develop policies and procedures for safeguarding?

I am doing the Child Protection Work and I am trying to get it done by tomorrow at the latest, there are two questions left and I really have no idea how to answer them:

Explain how agencies work together to develop policies and procedures for safeguarding? -
I don't understand this questions because each setting has their own policies and procedures, does it mean that I have to write the regulations from EYFS, OFSTED and the childcare acts or something else?

and..

How the following underlying statistics potentially impact on your practice? Age, Gender, Ethnicity, Location, Disabilities, Income -
this question then says 'It is expected that you will be analysing the national statistics within a spreadsheet and importing any graphs into your investigation using Excel. Once completed please save on Therefore.'
I don't understand what this question means and I don't understand how they want me to answer it - I have asked this question on here before and got no replies and since then I have researched and researched but am cannot find anything.

Any help would be appreciated, I usually find some information on questions but these two I can't find anything just have no idea at all, I feel like I've hit a brick wall and I don't know how I'm going to finish this work.
