would you ask a child of 3 to make choices about drugs? no so age and need similarly would you ask a 15 yr old what snack theyd like? you need to go through the stage discussing the choices they are likely to face and the impact of those choices

Thank you... I don't think I had understood the question properly...... Great so I will talk about toddlers chosing what they want to play with, and if they would like a banana or apple at snack time and go through all the ages.
