Explain the health, safety and security responsibilities of others. I have done self and employer, but unsure who it means by others.

Also explain how policies and procedures related to health and safety, security and confidentiality of information are monitored and maintained

I would suggest you discuss visitors to your facility (yes, they have H&S responsibilities) and possibly a compliance officer or H&S co-ordinator/supervisor.
