Desperately need help?!?

Totally stuck on these questions and have absolutely no idea what it means and where to start. Its from the Employment rights and responsibilities unit that I have to do as part of the level 3. Also wondering if anybody else has had to do this unit??

how about the women who was abusing children in the nursery in portsmouth? ( i think!) and the impact that has had for example no phones in nurseries etc suspicion of women the soham case which pushed through crbs etc
