General question EYMP 3: Promote children’s welfare and well being in the early years

I'm working my way through EYMP 3 and I don't know if it's me being blonde or not but I don't understand the following question:
1.2. Explain the lines of reporting and responsibility within the work setting.


I know I've got to explain the lines of reporting, but reporting what? the same with the responsibility bit!

can some please explain to me what i need to write about as when i looked in my textbook it's got about health and safety, but i done that for CYP Core 3.4!

totally confused!
