safegurading parental responsibility

can anyone help me please on these to safeguarding question I have look at my nursery policy but it dos,ent give me much information and I am stuck

If a parent arrived at the setting in the morning and said she had argued with dad this morning and he left the house and she doesn’t want him to collect the child tonight. Would we be able to stop the parent with parental responsibility collecting a child? How would you deal?

So, if a person with PR turns up and asks for the child, is the provider legally bound to hand the child over?
