know this post was a while ago but if anyone has trouble with staff and using their own innitiative. try not asking them to do stuff for a short time, then when they don't do what is expected of them just bring it to their attention. you might need to say in a staff meeting that you want staff to try and use their innitative more and give examples. try during the meeting to do fun activities that involve them using their inntiative to solve problems and think more. if all else fails them a one to one chat with individuals is required.
